Last night, I attended DC Councilmember Robert White's housing meeting. Most of the conversation centered around the Tenant to Purchase Act (TOPA) and his plans to shorten TOPA's timelines (from 25 to 15 years) to encourage more residential building in DC. Mr. White is on a mission to provide everyone with 'affordable and dignified' housing. Katharine
